Educational Qualifications :
For Technician – Ill : SSC / Matriculation or its equivalent with ITI in relevant Trade.
For other posts : Matriculation or its equivalent with 50% Marks in aggregate. For candidates having higher qualification than 10th class, 50% marks in 10th class is not necessary. Typewriting proficiency of 30 wpm in English or 25 wpm in Hindi is essential for considering to the post of ‘Jr.Clerk-cum-Typist’ based on vacancies.
Scouting Qualifications :
a) A President Scout / Guide / Ranger / Rover or Himalayan Wood Badge Holder or a Pre-HWB trained Scout leader / Advanced trained Guide / Leader / Captain.
b) Should have been an active member of a Scout Organization for at least 3 years in the recent past (i.e. 2011-12, 2012-13 and 2013-14 ) and should continue to be active.
c) Should have attended at least one event at national level and one or two events at state level or should have a good record of participation in Scouts / Guide activities at Unit / district level.
Age ( as on 01st January, 2015 ) :
Unreserved ( UR ) candidates: 18-30 years
OBC candidates : 18 – 33 years
SC / ST candidates : 18-35 years
Serving Railway employees who have put in three years of continuous Service and substitutes who have put in three years of continuous Service or three years in broken spells in the Railways :
UR : 40 years; OBC : 43 years; SC / ST : 45 years.
Staff of Quasi Administrative Offices of Railway Organisations :
Relaxation of age will be to the extent of 5 years or service rendered by them in such organizations whichever is less.
Widows / Divorced women and women judicially separated but not remarried :
UR : 35 years; OBC : 38 years; SC / ST : 40 years;
Persons who had ordinarily domiciled in the Kashmir Division of the State of Jammu and Kashmir during the period from 1st January, 1980 to 31st December, 1989. 5 years relaxation is permissible Ex-Servicemen Candidates: Relaxation of age will be to the extent of service rendered by them in Defence services plus 3 years provided they have put in a minimum of 6 months service after attestation and up to the age of 40 years for reservists not employed in Government service.
Persons with Disability ( Hearing Handicapped ) :
UR : 40 years; OBC : 43 years; SC / ST : 45 years.
Selection Process :
The candidates who apply in response to the notification issued and are found eligible for consideration for appointment against Scouts & Guides quota shall be assessed on the following basis :
Written Test :
A) Written Test : ( 50 MARKS ) The written test will consist of 50 objective type questions relating to Scouts and Guides organization and its activities as per the syllabus mentioned in the notification. ”
B) Scouts / Guides qualifications over and above the minimum prescribed as Eligibility Condition – 35 marks
a) Participation in International event one event 5 Marks two or more events – 7 marks.
b) Participation in National Events / National Jamboree ( No marks for first event. The same being the minimum eligibility condition First additional event 5 marks, two additional events or beyond – 7 marks ) -7 marks
c) Participation in Jamboree on the Indian Railways ( one event 5 marks, two or more events 7 marks ) -7 marks
d) Events / Rallies attended at state level ( one event 5 marks two or more events 7 marks ) – 7 marks
e) Specialized Scout / Guide course Pioneering / Mapping and standard judging course / vocational craft course ( one course 5 marks two or more courses 7 marks ) – 7 marks.
Personality Test / Interview :
The final empanelment to the tune of the notified vacancies will be based on the final merit order prepared based on the marks obtained by the candidate in the written test, personality test / interview and the marks assigned to the Scouts / Guides qualifications etc,.
History of Scouting / Guiding Law and Promise Organisation Distt. and State Level, Training Centre – Distt. and state level knowledge of Books, Scouting for Boys / Guiding for Girls in India, Motto left hand shake, Salute, prayer, Flag Song, National Anthem, know the National and Scouting Flags. Social Service at various occasions, Hiking. Proficiency Badges.
How these are earned, stages in Scouting / Guiding. Thinking Day Progressive Training of Scouts / Guides / Rangers / Rovers; Pioneering. Handicrafts. Indian Railway / Jamboree, National Jamboree, Jamboree on the Air.
Organisation at National level, National Training Centers WAGGGS / WOSm – Uprashtrapati Award Competition; Prime Minister Shield Competition, Community Development programmes, Aims and Methods of Scouting, How Scouting is useful in producing better citizens?.
SCR Secunderabad Examination Centre :
The written test and Interviews will be conducted at Secunderabad / Hyderabad.
Application Form :
Application Fee : 100 ( Non – refundable )
i) Mode of Payment : To be paid in the form of a crossed Indian Postal Order ( IPO ) ( purchased on or after the date of publication of the employment notification ) or crossed Demand Draft drawn in favour of ‘FA & CAO, South Central Railway’ payable at Secunderabad / Hyderabad.
ii) For General / OBC candidates : 100
iii) For SC / ST,(*) Minorities, (**) Economically backward classes, women candidates : NIL Note : (*) Minorities shall mean Muslims, Christians, Sikhs, Buddhists and Zoroastrians ( Parsis ) (**)
Economically backward classes ( EBC ) will mean the candidates whose family income is less than 50,000 per annum. The following authorities are authorized to issue income certificate for the purpose identifying the economically backward classes :
i) District Magistrate or any other Revenue Officer up to the level of Tehsildar
ii) Sitting Member of Parliament of Lok Sabha for persons of their own constituency
iii) BPL card or any other certificates issued by Central Government under a recognized poverty alleviation programme of izzat MST issued by Railways
iv) Union Minister may also recommend for any persons from anywhere in the country
v) Sitting Member of Parliament of Rajya Sabha for persons of the district which these MPs normally reside. The income certificate issued by the above authorities shall be issued on the letterhead of the issuing authority.
How to Apply ?
i) Candidates’should carefully read all the instructions given in the employment notification before filling the application form.
ii) Application should be submitted on a good quality white plain A4 size paper in the format given as Annexure -I in the Employment notice.
iii) The application should be filled in with capital letters either in English or Hindi only.
iv) The application form should be filled by the applicant in his / her own handwriting using a blue or black ballpoint pen only.
v) Serving Government employees should send their applications through proper channel duly forwarded by their controlling official. The last date will not be extended on account of delay in transmission of the application by the concerned office. However an advance copy of the application can also be submitted.
vi) Candidates belonging to SC / ST / OBC community shall submit their attested Photo copies of community certificates as issued by the appropriate State Government authorities.
Whom to Address ?
i) The filled in application form along with its enclosures should be sent by ordinary post / Registered Post in a cover addressed to The Assistant Personnel Officer / Rectt. & HQ, Office of the Chief Personnel Officer, 4th floor, Rail Nilayam, Secunderabad – 500 071 ’.
ii) On the envelope it should be clearly written in bold capital letters ‘APPLICATION FOR RECRUITMENT IN GROUP ‘C’ POST AGAINST SCOUTS & GUIDES QUOTA -EMPLOYMENT NOTICE No. SCR/P-HQ/128/S & G /2014-15’.
iii) The applications shall reach this office on or before closing date. Applications received after closing date will not be entertained. South Central Railway will not be responsible for any postal delay or wrong deliveries. The applications received direct in the office will not be considered.
General Conditions :
i) Merely satisfying the age and educational qualifications itself will not constitute a right to be called for written examination unless the candidate fulfills all other conditions laid down in this employment notification.
ii) Before applying, the candidate should ensure that he / she fulfills all the eligibility norms. The candidate should possess the requisite qualification for the post applied for at the time of applying itself. Candidate acquiring the qualifications after the last date of application shall not be eligible.
iii) Candidates attempting to give false information / suppressing the facts will be disqualified and are liable for debarment and for legal action. Candidates who attempt fraud / impersonation are liable to be debarred for life from appearing in any examination conducted by this Railway.
iv) Candidates recommended for appointment will have to pass the prescribed medical examination conducted by the Railway administration before appointment.
v) Mere selection of candidates and recommendation for their appointment shall not confer any prescriptive right on the candidates for their appointment in Railways.
vi) Free sleeper class pass from the nearest Railway station indicated in the application form will be issued to the candidates belonging to SC / ST communities whenever they are called for at any stage of recruitment.
vii) Canvassing in any form shall disqualify the candidate.
viii)The candidates should be in readiness to appear for the written test at short notice after the last date is over.
ix) Railway Administration is not responsible for any postal delay.
