IBPS CWE Specialist Officer Recruitment 2014 :

The Indian Banking sector offers CWE for selection of personnel in the following Specialist Officers held in February 2014 and will be coordinated by the Institute of Banking Personnel Selection ( IBPS ).* Subject to vacancy requirement in Participating Banks.

Any eligible candidate, who aspires to join any of the Participating Organisations listed below as an Officer in one of the Specialist Officers posts mentioned above, is required to register the Common Written Examination ( CWE SPL – III ). Candidates who appear and are shortlisted in CWE, will subsequently be called for a Common Interview to be conducted by the Participating Organisations and coordinated by IBPS. Depending on the available vacancies for 2014 – 2015 in Participating organisations, candidates shortlisted will be provisionally allotted to one of the Participating Organisations, keeping in view the spirit of Government Guidelines on reservation policy, administrative convenience, etc. Bank-wise vacancies for the last recruitment process ( 2013 – 2014 ) are already available on the authorised website of IBPS.

Participating Banks :After the declaration of result of both CWE and common interview, a notification will be issued by IBPS giving the vacancies for each Post for each Bank and order of preference for Banks will be obtained from successful candidates. Based on the marks obtained in CWE and common interview as well as the indication of order of preference of Banks and available vacancies, a successful candidate will receive a call for appointment from an individual Bank. Eligibility Criteria for Specialist Officer Exam in IBPS 2014 ( as on 1st November, 2013 ) :Candidates, intending to apply for CWE SPL – III should ensure that they fulfil the minimum eligibility criteria specified by IBPS :P lease note that the eligibility criteria specified herein are the basic criteria for applying for the Post. Candidates must necessarily produce the relevant documents pertaining to category, nationality, age, educational qualifications, post qualification work experience etc. in original alongwith a photocopy thereof in support of their identity and eligibility as indicated in the online IBPS CWE 2014 application form. Please note that no change of category will be permitted at any stage after registration of the IBPS CWE online application. Merely applying for CWE / appearing for and being shortlisted in the CWE and / or in the subsequent CWE interview and / subsequent processes does not imply that a candidate will necessarily be offered employment in any of the Participating Organisations. No request for considering the candidature under any category other than in which applied will be entertained.

Nationality / Citizenship :A candidate must be either :

  • a Citizen of India or
  • a subject of Nepal or
  • a subject of Bhutan or
  • a Tibetan Refugee who came over to India before 1st January 1962 with the intention of permanently settling in India or
  • a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania ( formerly Tanganyika and Zanzibar ), Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India, provided that a candidate belonging to categories (ii), (iii), (iv) & (v) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.

Note : * In case of dual qualifications / specialisations candidates have to necessarily produce proof at the time of IBPS Specialist Officer interview as also at the time of CWE 2014 recruitment that their major specialisation conforms to the requisite eligibility prescribed for the post.For posts other than IT Officer Scale I & II :Candidates should have Certificate / Diploma / Degree in computer operations / Language / should have studied Computer / Information Technology as one of the subjects in the High School / College / Institute.

Note : All the educational qualifications mentioned should be from a University / Institution / Board recognised by Government of India / approved by Government Regulatory Bodies and the result should have been declared on or before 1st November, 2013. Proper document from Board / University for having declared the result on or before 1st November, 2013 has to be submitted at the time of IBPS CWE 2014 interview. The date of passing the IBPS CWE 2014 examination which is reckoned for eligibility will be the date of passing appearing on the marksheet / Provisional certificate.Candidate should indicate the percentage obtained in Graduation calculated to the nearest two decimals in the online application. Where CGPA / OGPA is awarded, the same should be converted into percentage and indicate the same in IBPS CWE 2014 online application.

Calculation of Percentage : The percentage marks shall be arrived at by dividing the marks obtained by the candidate in all the subjects in all semester ( s ) / year ( s ) by aggregate maximum marks in all the subjects irrespective of honours / optional / additional optional subject, if any. This will be applicable for those Universities also where Class / Grade is decided on basis of Honours marks only. The fraction of percentage so arrived will be ignored i.e. 59.99% will be treated as less than 60% and 54.99% will be treated as less than 55%.Candidates can apply for only one post. Multiple IBPS CWE applications will be summarily rejected.

Relaxation of Upper Age Limit :

Note : The maximum age limit specified above is applicable to General Category candidates.The relaxation in upper age limit to SC / ST / OBC candidates is allowed on cumulative basis with only one of the remaining categories for which age relaxation is permitted as mentioned above.Candidates seeking age relaxation will be required to submit copies of necessary certificate ( s ) at the time of Interview and at any subsequent stage of the recruitment process as required by IBPS / Participating Organisation ( s ).The following rules applicable to Ex Servicemen re employed under the Central government would apply to Ex Servicemen candidates appearing for the CWE : Ex Servicemen candidates who have already secured employment under the Central Government in Group ‘C’ & ‘D’ will be permitted the benefit of age relaxation as prescribed for Ex Servicemen for securing another employment in a higher grade or cadre in Group ‘C’ / ‘D’ under the Central Government. However, such candidates will not be eligible for the benefit of reservation for Ex Servicemen in Central Government jobs. An ex Servicemen who has once joined a Government job on civil side after availing of the benefits given to him / her as an Ex Servicemen for his / her re – employment, his / her Ex Servicemen status for the purpose of the re employment in Government jobs ceases. There is no reservation for Ex servicemen in Officers’ Cadre. Definition of Persons with Disabilities :Under Section 33 of the Persons with Disabilities ( Equal Opportunities, Protection of Rights and Full Participation ) Act 1995 only such persons would be eligible for reservation who suffer from not less than 40% of relevant disability and are certified by a Medical Board appointed by the Central / State Government.Accordingly, candidates with the following disabilities are eligible to apply ( as per Government of India guidelines dated 29th July, 2013 ). Candidates claiming such benefits should produce certificate in original ( by the Competent Authority issued on or before the last date of online submission of IBPS CWE application in the prescribed format available at the end of this IBPS Specialist Officer advertisement ) in support of their claim at the time of IBPS Specialist Officer 2014 Interview / at any stage of the process if allotted to any of the Participating Organisations. Persons With Disabilities will have to work in Branches / Offices as identified by the respective Participating organisation.

Visually Impaired ( VI ) :Blindness refers to condition where a person suffers from any of the following conditions namely Total absence of sight, Visual acuity not exceeding 6/60 or 20/200 ( snellen ) in the better eye with correcting lenses and Limitation of the field of vision subtending in angle of 20 degrees or worse.Low vision means a person with impairment of visual functioning even after treatment or standard refractive connection but who uses or is potentially capable of using vision for the planning of execution of a task with appropriate assistive device.Deaf & Hearing Impaired ( HI ) :The deaf are those persons in whom the sense of hearing is non functional for ordinary purposes of life i.e. total loss of hearing in both ears. They do not hear, understand sounds at all even with amplified speech.

Hearing impairment means loss of sixty decibels or more in the better ear in the conversational range of frequencies.Orthopaedically Challenged ( OC ) :Locomotor Disability means disability of bones, joints or muscles leading to substantial restriction of the movement of the limbs or any form of cerebral palsy.Cerebral Palsy means a group of non – progressive conditions of person characterized by abnormal motor control posture resulting from brain insult or injuries occurring in the pre – natal, peri – natal or infant period of development.All the cases of Orthopaedically Challenged Persons would be covered under the category of ‘ Locomotor disability or cerebral palsy ’. Guidelines for Persons With Disabilities using a Scribe The visually impaired candidates and candidates whose writing speed is affected by cerebral palsy can use their own scribe at their cost during the written examination. In all such cases where a scribe is used, the following rules will apply :i. The candidate will have to arrange his own scribe at his / her own cost.ii. The academic qualification of the scribe should be one grade lower than the stipulated criteria.iii. The scribe may be from an academic stream different from that of the candidate.iv. Both the candidates as well as scribes will have to give a suitable undertaking confirming that the scribe fulfils all the stipulated eligibility criteria for a scribe mentioned above. Further in case it later transpires that he / she did not fulfill any laid down eligibility criteria or suppressed material facts the candidature of the applicant will stand cancelled, irrespective of the result of the written examination.v. Those candidates who use a scribe shall be eligible for extra time of 20 minutes for every hour of the examination.Guidelines for candidates Guidelines for Persons With Disabilities using a Scribe :The visually impaired candidates and candidates whose writing speed is affected by cerebral palsy can use their own scribe at their cost during the IBPS CWE 2013 written examination. In all such cases where a scribe is used, the following rules will apply :The candidate will have to arrange his own scribe at his / her own cost. Further in case it later transpires that he / she did not fulfill any laid down eligibility criteria or suppressed material facts the candidature of the applicant will stand cancelled, irrespective of the result of CWE. Those candidates who use a scribe shall be eligible for compensatory time of 20 minutes for every hour of the examination.Candidates with locomotor disability and cerebral palsy :An compensatory time of twenty minutes per hour shall be permitted for the candidates with locomotor disability and cerebral palsy where dominant ( writing ) extremity is affected to the extent of slowing the performance of function ( minimum of 40% impairment ), although no scribe shall be permitted to such candidates.Candidates with Visually Impaired candidates :Visually Impaired candidates ( who suffer from not less than 40% of disability ) may opt to view the contents of the test in magnified font. This facility will not be available to Visually Impaired candidates who use the services of a Scribe for the IBPC CWE 2014 examination. Compensatory time will not be available to Visually impaired candidates using magnified font. Guidelines are subject to change in terms of Government of India guidelines / clarifications, if any, from time to time.
